A quarter of Oxford residents who are eligible for the energy rebate have not claimed it.
Currently, 71 per cent of residents have been paid their energy Council Tax rebate.
A further 2.5 per cent are set to receive the rebate imminently, and 4 per cent have asked for the £150 payment to be credited to their Council Tax accounts.
Oxford City Council said the remaining 22.5 per cent of residents have been contacted at least twice by letter and by email, and the scheme has been publicised through news releases, the local media and social media advertising.
Residents need to provide the council with their bank account information for them to send the money.
However, even if the council does not have their bank details, the £150 payment will still be credited to their Council Tax account in September.
And a spokesperson explained: "Oxford is one of the few places left in the country that has retained a 100 per cent Council Tax Reduction scheme for less well-off residents.
"About half of the remaining residents are on this scheme and, as a result, will not benefit directly from the payment going on to their Council Tax accounts."
South Oxfordshire District Council has now paid the £150 rebate to all eligible households.
